Rum Yönetimi’nin, BM Genel Sekreteri’nin Kıbrıs Özel Danışmanı Alexander Downer’in, TC Lefkoşa Büyükelçiliği’nde, Türkiye Dışişleri Bakanı Ahmet Davutoğlu ile görüşmesi ile ilgili olarak BM’ye nota verdiği öğrenildi.
Rum Yönetimi’nin verdiği notayla Downer’in, Özel Danışmanlık görevini sonlandırdığını iddia edilirken, BM Genel Sekreteri’nin BM yetkililerini bağlayan Güvenlik Konseyi’nin 18.11.1984 tarih ve 541 no.lu BM GK kararını çiğnediği savunuldu.
Downer’i Rumlara oyun oynamakla suçlayan Rum hükümeti, arabuluculuk yapmasını artık istemediklerini belirttiler.
Nota’da şu ifadeler yer aldı: “The Ministry of Foreign Affairs, on the instructions of the President of the Republic, made today strong representations to the UN in Nicosia over Mr Alexander Downer’s meeting with the Turkish Foreign Affairs Minister, Mr Ahmet Davutoglu, at the so-called “embassy” of Turkey in the occupied areas. The representations were made to the Special Representative of the UN Secretary-General in Cyprus, Ms Lisa Buttenheim, by the Deputy Permanent Secretary of the Foreign Affairs Ministry, Ambassador Tasos Tzionis.
At the same time the Foreign Affairs Ministry instructed the Permanent Representative of the Republic to the UN to make such representations at the highest possible level, to the Secretariat of the UN in New York.
By its representations to the UN, the Government of Cyprus, inter alia, expresses its intense disappointment and deep dissatisfaction over the meeting of the Special Adviser of the Secretary-General on Cyprus, Mr Alexander Downer, with the Foreign Affairs Minister of Turkey, Mr Davutoglu, on 14 December, in the occupied areas and particularly at the so-called “embassy” of Turkey. In the representations this action is condemned and the severity of the fact that the UN Secretary-General’s Special Adviser violated the Security Council resolutions and mainly resolution 550 (1984), which are fully binding for UN officials, is pointed out.
It is also emphasized that this action by Mr Downer was made at a particularly critical time as regards the efforts of the President of the Republic for the resumption of substantive talks between the leaders of both communities for the resolution of the Cyprus problem and that, regardless of intent, it seriously undermines these efforts and impedes further actions by the President of the Republic. The recipients of the representations are also informed that Mr Downer’s action and its repercussions on the efforts to resume substantive negotiations, are being evaluated further.”
